Transportation Improvement Program (TIP)
Overview
The Transportation Improvement Program (TIP) is a federally mandated list of highway, bridge, transit, and multi-modal transportation projects in the Region scheduled to receive federal funds over the next four years. It summarizes projects by location, funding source, cost, and year. The TIP is prepared every three years but is amended frequently. The TIP ensures that transportation investments align with state and regional goals and priorities.
Each Region’s TIP is a subset of the Statewide Transportation Improvement Program (STIP). The Connecticut Department of Transportation (CTDOT) maintains this four-year planning document that lists all projects expected to be funded in those identified four years with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) participation. The STIP is also multi-modal and includes investments in various modes, such as transit, highways, and bicycle facilities.
CRCOG is federally required to develop the TIP at least every four years. The TIP must be financially constrained and demonstrate that the projects can be funded with known sources. The TIP must also reflect air quality changes anticipated from the transportation projects. These projects must be consistent with the Metropolitan Transportation Plan, and a public involvement process must meet Environmental Justice and Title IV requirements.
Once a project has been included in the TIP, it can be authorized for federal reimbursement. An obligation occurs after the FHWA or FTA signs the authorization. This obligation means that funds are assigned to the project and are available for reimbursement to the implementing agency. All significant changes to the TIP must be endorsed by the MPO. Visit CRCOG’s calendar to view agendas for upcoming Transportation Committee and Policy Board meetings where TIP amendments will be discussed. Public comments are always welcome regarding TIP projects and changes.
