FY2025 U.S. DOT Rebuilding American Infrastructure with Sustainability and Equity (RAISE)

Description: The U.S. Department of Transportation (US DOT) announced $1.5 billion in available funding for the FY2025 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Discretionary Grant Program to invest in surface transportation projects - roads, rail, transit and ports. Competitive projects will have a significant local or regional impact, and will be consistent with U.S. DOT strategic goals to improve safety; environmental sustainability; quality of life; mobility and community connectivity; economic competitiveness and opportunity including tourism; state of good repair; partnership and collaboration; and innovation. Demonstrated project readiness and cost effectiveness are additional considerations.

Capital Grants and Planning Grants are available.

Funding Restrictions:

  • Rural Projects: No more than 50% which is $750 million
  • Urban Projects: No more than 50% which is $750 million
  • Planning Projects: At least 5% which is $75 million
  • Projects located in Areas of Persistent Poverty and/or Historically Disadvantaged Communities: At least 1% which is $15 million
  • Per State: No more than 15% which is $225 million

Minimum/Maximum Award Amounts:

  • Capital Grants: minimum award is $5 million in urban areas, and $1 million in rural areas; maximum award of $25 million.
  • Planning Grants: no minimum award amount; maximum award of $25 million.

State, CRCOG, Municipalities, Others

 

Due Date:

Applications are due January 30, 2025 (electronically through  Grants.gov; search by CFDA "20.933").

 

Cost Share/Local Match Requirement: Varies. The Federal cost share may not exceed 80% unless the project is located in a rural area, a historically disadvantaged community (HDC), or an area of persistent poverty (APP), as per the interactive online map. See Sections B.2, B.4, B.5 of the NOFO.
